Clyde Thompson, 51, was working on a motorcycle with another club member in front of the group's headquarters on Friday night when a sport utility vehicle sped up to the clubhouse and a passenger got out and shot Thompson multiple times, police said.

Brown pushes tax hike as California's money woes deepen
In an unusual move that underscored the highly politicized nature of the state budget, Brown took to YouTube on Saturday to deliver the bad news: the state's projected budget deficit for the fiscal year starting July 1 is now $16 billion, up from the $9 billion anticipated in January.
The Democratic governor also warned of further cuts to an already-battered public education system if voters rejected a tax increase in a ballot initiative this fall.
On Monday, Brown will hold a news conference to detail the new budget deficit and how he intends to close it.
California, whose economy is the largest in the nation and would rank ninth in the world if the state were a country, has struggled for decades with a tax system in which property tax increases are limited by law and tax hikes of any kind must be approved by voter initiatives or a two-thirds vote of the legislature.
High income and sales taxes produce plenty of revenue in good times but fall sharply in a recession, while spending on schools, prisons and medical care for the poor and elderly is hard to adjust. Kids Jordan Shoes
The deeper deficit forecast reflects the state's uneven economic recovery: tax collections this year have fallen about $4 billion below projections, though many state legislators and economists had warned that the January revenue estimates were far too optimistic.
The deficit also grew because some previously agreed cuts to state social programs, including the Medi-Cal healthcare program for low-income families and seniors, were either delayed by legislators or blocked by the courts and federal officials.
Brown's video had the air of a campaign call for a tax hike initiative that is the centerpiece of his fiscal plan.
"What I'm proposing is not a panacea. But it goes a long way toward cleaning up the state's budget mess," he said. He acknowledged that further budget cuts would be needed as well, but added: "we can't fill a hole of this magnitude with cuts alone without doing severe damage to our schools."
The measure would temporarily raise California's sales tax to 7.5 percent from 7.25 percent and increase personal income tax rates on a sliding scale starting at annual income of $250,000. REVENUE FAILS TO MEET EXPECTATIONS
California's budget watchdog agency warned in February that Brown's revenue expectations were optimistic. The more sober forecast this weekend was apparently prompted by lackluster revenue in April, a critical month for collecting personal income taxes.
"It's a terrible recovery," said Mike Genest, one of former Republican Governor Arnold Schwarzenegger's budget directors. "It seems we're in a cycle of somewhat lower expectations each time people take another look."
California's unemployment rate in March was 11.0 percent, well above the 8.2 percent national average for the month.
Some pockets of the state's economy, notably the high-tech industry, are doing well.
This week's initial public offering of Facebook stock will make millionaires of thousands of employees and investors. Tax receipts related to the IPO could total billions of dollars but will likely be collected over time and will not be sufficient to change the budget outlook.

Brown has been warning of further cuts to education since his initial budget proposal in January. Local school districts, barred from raising their own revenue through higher property taxes, are heavily dependent on dwindling funding from the state government in Sacramento. State colleges and universities have implemented massive tuition increases in recent years. The University of California has said it may have to boost tuition another 6 percent this year if funding is cut further.
But Brown has little choice but to propose yet deeper cuts to school spending, which is guaranteed the lion's share of the state's revenue due to a law approved by voters.
In January, Brown proposed $5.4 billion in so-called trigger cuts should voters snub his proposed tax hikes, with $4.8 billion of the cuts slated for schools and community colleges.
Whether voters take Brown's warning to heart depends largely on whether they are directly hurt by cuts, said Bill Whalen, a research fellow at the Hoover Institution who was an aide to former Republican Governor Pete Wilson.
"For a decade we've been talking about budget deficits and it's a little of 'My eyes glaze over when we talk about this,'" he said.

Credit analysts will scour details of Brown's revised plan, which could affect their outlooks on the state. Standard & Poor's revised its outlook on California in February to positive from stable, a potential first step to a higher credit rating, which would help ease borrowing costs. S&P's Gabriel Petek said the agency is keen to see Brown's new plans for cuts, updated revenue forecasts, projections on how much his ballot measure can raise and contingency plans should voters reject it. The signing of a budget would clear the way for California to sell short-term revenue anticipation notes (RANs). The state is the biggest borrower in the $3.7 trillion U.S. municipal bond market and sells RANs to meet its cash-flow needs. AP Exclusive: Drawing focuses on Iran's nuke work
The computer-generated drawing was provided to The Associated Press by an official of a country tracking Iran's nuclear program who said it proves the structure exists, despite Tehran's refusal to acknowledge it.
That official said the image is based on information from a person who had seen the chamber at the Parchin military site, adding that going into detail would endanger the life of that informant. The official comes from an IAEA member country that is severely critical of Iran's assertions that its nuclear activities are peaceful and asserts they are a springboard for making atomic arms. A former senior IAEA official said he believes the drawing is accurate. Olli Heinonen, until last year the U.N. nuclear agency's deputy director general in charge of the Iran file, said it was "very similar" to a photo he recently saw that he believes to be the pressure chamber the IAEA suspects is at Parchin.
He said even the colors of the computer-generated drawing matched that of the photo he had but declined to go into the origins of the photo to protect his source.
After months of being rebuffed, IAEA and Iranian officials meet starting Monday in Vienna, and the IAEA will renew its attempt to gain access to the chamber, allegedly hidden in a building. Any evidence that Iran is hiding such an explosives containment tank, and details on how it functions, is significant for IAEA investigations.
Beyond IAEA hopes of progress, that two-day meeting is being closely watched by six powers trying to persuade Iran to make nuclear concessions aimed at reducing fears that it may want to develop atomic arms as a mood-setter for May 23 talks between the six and Tehran in Baghdad.
Warnings by Israel that it may attack Iran's nuclear facilities eased after Iran and the six - the United States, Russia, China, Britain, France and Germany - met last month and agreed there was enough common will for the Baghdad round. But with the Jewish state saying it is determined to stop Iran before it develops the capacity to build nuclear weapons, failure at the Iraq talks could turn such threats into reality.
In Tehran on Sunday, Saeed Jalili, Iran's top nuclear negotiator, said it was up to the Western nations coming to the Baghdad talks to "build trust of the Iranian nation," adding, "Any kind of miscalculation by the West will block success of the talks."
The IAEA has been stonewalled by Iran for more than four years in attempts to probe what it says is intelligence from member states strongly suggesting that Iran secretly worked on developing nuclear weapons.
It first mentioned the suspected existence of the chamber in a November report that described "a large explosives containment vessel" for experiments on triggering a nuclear explosion, adding that it had satellite images "consistent with this information."
It did not detail what the images showed. But a senior diplomat familiar with the IAEA's investigation who has also seen the image provided to the AP said they revealed a cylinder similar to the image at Parchin. Subsequent photos showed a roof and walls going up around the cylinder that then hid the chamber from satellite surveillance.
IAEA chief Yukiya Amano said in March that his agency has "credible information that indicates that Iran engaged in activities relevant to the development of nuclear explosive devices" at the site. Diplomats subsequently told the AP that the experiments also appear to have involved a small prototype neutron device used to spark a nuclear explosion - equipment that would be tested only if a country was trying to develop atomic weapons.
Iran has strenuously denied conducting such work - and any intentions to build nuclear weapons - but has been less clear on whether the structure where it allegedly took place exists. Fusion Shoes Jordan Sale
The senior diplomat familiar with the IAEA investigations said the Iranians have refused to comment "one way or the other" on that issue to agency experts. He and others interviewed by the AP demanded anonymity because their information was privileged, and the official providing the drawing and other details on the structure also demanded that he and his country not be identified in return for sharing classified intelligence.
Attempts to get Iranian comment were unsuccessful. A copy of the diagram was attached to an email sent to Ali Asghar Soltanieh, Iran's chief delegate to the IAEA, with a note that the AP would be asking for reaction. Subsequent phone calls over the weekend went to his voice mail.
The technology used for the suspected multipoint explosives trigger experiments is similar to that employed in manufacturing tiny industrialized diamonds, and the IAEA believes former Soviet scientist Vyacheslav Danilenko - an expert in such diamond-making - helped Iran with designing the chamber.
Diplomats say Danilenko has told the agency that he did not work on such a chamber, but his son in law, identified by the diplomats as Vladimir Padalko, told the IAEA that the container was built under Danilenko's direct supervision. Repeated attempts by the AP and other media organizations to contact the two men have been unsuccessful since the IAEA revealed Danilenko's suspected involvement in November.
"What one does inside such a chamber is conduct high explosives testing," said Mark Fitzpatrick, director of the Non-Proliferation and Disarmament Program of the International Institute for Strategic Studies. "You are going to make something go boom with maybe 70 kilograms (more than 150 pounds) of high explosives, you need to contain the explosion.

-Built in the early 2000s by Azar AB Industries Co. in the city of Arak and then transported to Parchin. Both the senior diplomat familiar with the IAEA investigations and Heinonen, the former senior IAEA official, confirmed this. Company officials did not answer calls seeking comment.

-A vacuum pump used to remove air from the chamber to minimize pressure that could damage the structure during an explosion; a compressor that shoots water into the chamber after testing to flood and clean it; a septic tank that receives the waste; an elevation system to suspend the explosives in the upper part of the chamber during testing; and a neutron detection system outside the explosion chamber to measure neutron emissions. The senior diplomat said these features would make sense, or such testing, but could not verify they existed, suggesting they may have been added after the Iranians put up the superstructure shielding the chamber from satellite surveillance.
TIME FRAME
-The official said the chamber was used for detonation experiments in 2003, 2005 and 2006. Two officials familiar with the investigations said the first date appeared to be valid but they had no information of subsequent experiments. The United States believes Iran stopped working on a concerted nuclear weapons program at various sites after 2003, while the IAEA suspects Tehran is continuing some work but in a much less organized way than before 2003.

Inspecting the site at Parchin, southeast of the capital, Tehran, was a key request made by senior IAEA teams that visited Tehran in January and February. Iran rebuffed those demands and subsequent ones - the most recent within the last two weeks - as well as attempts by the nuclear agency to question Iranian officials and secure other information linked to the allegations of secret weapons work.
At the same time, the IAEA has voiced alarm at unexplained "activity" at the site - a term diplomats familiar with the agency's concerns say stands for attempts to clean up any evidence of the kinds of experiments the agency suspects were carried out.
A second senior diplomat familiar with the investigation recently told the AP that spy satellite images shared with the agency show what seems to be water streaming from the building housing the chamber. He said it also depicts workers removing bags of material from that building and put on vehicles outside.
A third senior diplomat said that the apparent cleanup was continuing in early May, the last time he had seen the images.
Iran has scoffed at suggestions of a cleanup in general and of testing a neutron device in particular, with Foreign Ministry spokesman Ramin Mahmanparast asserting that nuclear contamination cannot be washed away. But experts challenge that assertion.
A cleanup "could involve grinding down the surfaces inside the building, collecting the dust and then washing the area thoroughly," said David Albright, whose Institute for Science and International Security in Washington looks for signs of nuclear proliferation. "This could be followed with new building materials and paint.
"It could also involve removing any dirt around the building thought to contain contaminants," Albright said in a statement emailed to selected recipients. "These types of activities could be effective in defeating environmental sampling."
Fitzpatrick, the other nuclear nonproliferation expert, also said a cleanup could be effective.
"In the past, the IAEA has been able to catch out Iran by going to a building that Iran tried to clean and they still found traces of uranium," he said. Obama seeks to undercut Romney's record on jobs

Bain was the majority shareholder in GST Steel beginning in 1993. The commercial shows interviews with former workers at the Kansas City plant who said Bain's role led to job losses and slashed benefits. It intersperses their claims with clips of Romney promoting his business background and empathizing with the jobless during campaign events. "Bain Capital walked away with a lot of money that they made off this plant. We view Mitt Romney as a job destroyer," said steel worker John Wiseman.
David Axelrod, a senior adviser to Obama's campaign, said Romney wants to "create the illusion that somehow his experience equips him to lead the economy but there's nothing about the record that would support that."
"His central premise is that he's an economic wizard who can really get this economy moving and if that's the only claim he is making for this office, that's a premise worth examining," Axelrod said.

Legendary car designer, racer Shelby dies at 89
A one-time chicken farmer, Shelby had more than a half-dozen successful careers during his long life: champion race car driver, racing team owner, automotive consultant and safari tour operator. When Shelby died Thursday night in a Dallas hospital, he also was one of the nation's longest-living heart transplant recipients, having received a heart on June 7, 1990, from a 34-year-old man who died of an aneurysm. Shelby also received a kidney transplant in 1996 from his son, Michael.
"What made him so unusual is he developed, literally, hundreds of cars," said Craig Jackson, chairman and CEO of Barrett-Jackson Auction Company. "This guy was 89 years old and he was still developing cars."
Shelby first made his name behind the wheel of a car, winning France's grueling 24 Hours of Le Mans sports car race with teammate Ray Salvadori in 1959. He had turned to the race-car circuit in the 1950s after his chicken ranch failed. He already was suffering serious heart problems when he won Le Mans and ran the race "with nitroglycerin pills under his tongue," his longtime friend, Dick Messer, former executive director of Los Angeles' Petersen Automotive Museum, once noted. A year later, Cobras were winning races over Corvettes, and in 1964 the Rip Chords had a Top 5 hit on the Billboard pop chart with "Hey, Little Cobra." In 2007, an 800-horsepower model of the Cobra made in 1966, once Shelby's personal car, sold for $5.5 million at auction, a record for an American car.
"It's a special car. It would do just over three seconds to 60 (mph), 40 years ago," Shelby told the crowd before the sale, held in Scottsdale, Ariz.
It was Lee Iacocca, then head of Ford Motor Co., who assigned Shelby the task of designing a model of Ford's Mustang that could compete against the Corvette for young male buyers. Iacocca often joked that Shelby was so persistent he gave him the money and Ford V-8 engines to build the Cobra just to get him out of his office.
Turning a vehicle he had once dismissed as "a secretary car" into a rumbling, high-performance model was "the hardest thing I've done in my life," Shelby recalled in a 2000 interview with The Associated Press. cheap jordan for sale
That car and the Shelby Cobra made his name a household word in the 1960s.
When the energy crisis of the 1970s limited the market for gas-guzzling high-performance cars, Shelby weathered the downturn by heading to Africa, where he operated a safari company for a dozen years.
By the time he returned to the United States, Iacocca was running Chrysler Motors and he hired Shelby to design the supercharged Viper sports car.
"He was a great friend and we did some really good work together," Iacocca said Friday in a statement.
Inducted into the Automotive Hall of Fame in 1992, Shelby worked in recent years as a technical adviser on the Ford GT project and designed the Shelby Series 1 two-seat muscle car, a 21st century clone of his 1965 Cobra. His 2013 Shelby GT500 has the most powerful production V-8 engine in the world — at 662 horses — and a top speed of more than 200 miles per hour. It is arriving in dealerships now. The model that Shelby test drove sold for $350,000 at a charity auction in January.
"I've always been asked, 'What is my favorite car?' and I've always said 'The next one,'" Shelby said, according to Ford's website. "I'm going to take that back tonight. This is my new favorite car."
Edsel B. Ford, a member of Ford's board of directors, said Friday in a statement that the company had lost a legend.
"Carroll Shelby is one of the most recognized names in performance car history, and he's been successful at everything he's done," Ford said. "Whether helping Ford dominate the 1960s racing scene or building some of the most famous Mustangs, his enthusiasm and passion for great automobiles over six decades has truly inspired everyone who worked with him."
He created the Carroll Shelby Foundation in 1991 to provide assistance for children and young people needing acute coronary and kidney care. According to its website, the foundation has helped numerous children get surgery, as well as provided money for research.
Shelby was born Jan. 11, 1923, in Leesburg, Texas.
During World War II, he was an Army Air Corps flight instructor who corresponded with his fiancée by dropping love letters stuck into his flying boots onto her farm.
After leaving the military in 1945, he started a dump truck business, then decided to raise chickens. The poultry business initially flourished, with Shelby earning a $5,000 profit on the first batch of broilers he delivered. He went broke, however, when his second flock died of disease.
A friend then invited him to become an amateur racer and his success led to his joining the Aston-Martin team and competing in races all over the world.
Shelby had homes in Los Angeles and his native east Texas. Doctors did not immediately release a cause of death.

Johnson takes lead as McIlroy heads home

Johnson made five birdies on the back nine until a bogey on the 18th hole, though he matched the best score of the second round with a 66. "It's fun to be back in position with a chance to win again," Kuchar said.
They were at 8-under 136, meaning only eight shots separate first from worst going into the final 36 holes on a most unpredictable Stadium Course. The top 14 players on the leaderboard were separated by only three strokes.
English birdied the 17th and 18th for a 67, while the group at 6-under 138 included past champion Adam Scott (70).
McIlroy, who only last week lost in a three-way playoff at Quail Hollow, opened with a birdie and didn't make another one the rest of the day. He missed the cut for the first time in more than a year, though it wasn't unusual at the TPC Sawgrass. In three appearances at The Players Championship, McIlroy has never broken par or made the cut. Martin Laird was solid for 33 holes and was the only player to reach double digits under par for the week. He was at 10 under with three holes to play when he lost four shots on the last three holes. His hopes for eagle turned into bogey with a 4-iron into the water on the 16th, and he dunked one on No. 17 for double bogey.

Laird went to 10 under with his birdie on the 15th. Then, he hit a beautiful tee shot on the 16th and was in perfect range to think about an eagle.
"It was one of those ones that I had an absolutely perfect number for a 4-iron," Laird said. "It's one of those ones that you almost wish that you don't, and you play a little safer. I hit three or four great iron shots in a row right at the flag and kind of got a little greedy there and tried to fade one in the wind. So that was the first mental mistake I've made all week. If you do that on your 16th hole in the second round, you're doing pretty well."
He went into the water on the 17th, and his third shot was some 50 feet away. He ran the bogey putt to the back edge of the green, and made a 12-footer for double bogey. He then failed to get up-and-down from right of the 18th green.

ABC, Univision teaming for news network in English
The venture, which does not have a name yet, is aimed at establishing a beachhead within one segment of the rapidly growing Latino marketplace: those people born in the United States who prefer to get their news in English.

"We began to imagine all sorts of possibilities," Sherwood said. "As Cesar said, we began to dream some big dreams."
The companies would not say how much money they will sink into the joint venture. Both said some of their current employees will be involved in putting the network together, and Sherwood said there would be some new hires.
Although the content is still being determined, the networks said that lifestyle and entertainment programming will be included along with news.

Buffett was asked about his eventual successor at Berkshire during an interview on Fox Business Network later Monday. The questions are coming up because Buffett is 81 years old and was recently diagnosed with prostate cancer although the disease is not expected to threaten his health.
Buffett is keeping secret the identity of the person likely to succeed him as Berkshire's CEO but is narrowing the field — he says the top choice and two backups are men.
Buffett has said Berkshire's board has chosen his successor, but doesn't want to name him because the choice could change. He expects his successor will maintain the company culture.
"My successor doesn't need apprenticing," Buffett said. "If they needed apprenticing they wouldn't be the successor candidate. None of the three would need apprenticing."
Buffett addressed a number of other topics during Monday's interviews:
— Buffett was asked about the inaccuracies in Yahoo CEO Scott Thompson's biography. Buffett said he doesn't know the details, but it doesn't appear that this was an "inadvertent error" so Yahoo's board may have to act. "If you cannot trust the people you're working with, you have a problem."
— The reports Buffett sees from Berkshire's businesses show there has been some small improvement in housing construction this year. N. Korean nuclear weapons: How real is the threat?
TOKYO (AP) — If getting international attention is North Korea's goal, then there is nothing quite like detonating a nuclear device to make your adversaries sit up and take notice. But experts say North Korea probably has a long way to go before it will be able to actually deploy a nuclear weapon.
While North Korea is adept at getting political mileage out of showy military displays, Pyongyang's attempts to show off its strength are, just as often, reminders of its weaknesses — and a nuclear test would likely fit that pattern.
Fears that such a test may be imminent were heightened last month, when North Korea marked an important anniversary with a long-range rocket launch. Its two previous tests came soon after such launches. Satellite imagery also suggested stepped-up activity at the North's Punggye-ri nuclear testing site.
Little progress at the site has been reported since, which could mean the activity was a ruse or the device is simply not ready yet. It also could mean that the new regime headed by Kim Jong Un, who assumed power after the death of his father in December, is having second thoughts about whether to risk international sanctions by forging ahead.
Sooner or later, however, a test is highly likely.
"The North Koreans clearly value the demonstration effect of nuclear and missile tests, even if the test is only partially successful," said Jeffrey Lewis, of the Center for Nonproliferation Studies at the Monterey Institute of International Studies. "North Korea gets a tremendous amount of leverage from our fear that these weapons might work someday."
But he noted that Pyongyang failed miserably in its attempt to launch an ICBM-style rocket last month, then capped off a lavish military parade with the unveiling of a half-dozen ominous-looking new missiles that analysts now believe were low-quality mockups of a design that could never fly.
"They are trying to run before they can walk, with the predictable outcome of tripping," Lewis said.

North Korea may be developing devices that use highly enriched uranium, instead of the harder-to-obtain plutonium it has relied on in the past. If so, it needs to try one out and see if it works. Either way, the North has to shrink its warheads down to fit them on a missile — so it needs to test that capability as well.
"There can be a huge difference between a nuclear explosive 'device' and a weapon," said Ivan Oelrich, a nuclear weapons consultant and former head of strategic weapons at the Federation of American Scientists. North Korea's devices are likely along the lines of the first plutonium bomb the U.S. built — Fat Man, which was dropped on Nagasaki in 1945. That bomb was 3 meters (10 feet) long and weighed more than 4.5 tons.

Though estimates vary, outside experts say the North has enough plutonium for about four to eight "simple" bombs, more if it can employ uranium. But, so far, North Korea's attempts to demonstrate it has mastered the technology — with tests in 2006 and 2009 — have not been entirely successful.
The first produced a yield of less than 1 kiloton of TNT, and the second was equivalent to only 4 kilotons, both quite small by nuclear standards, though some experts believe North Korea in the second test may have been trying out the smallest device it could put on a missile.
Success or failure, the tests provide an opportunity for North Korea's nuclear scientists to learn valuable lessons. That's why the international community has imposed harsh sanctions after each of its previous underground blasts. But turning those lessons into a viable weapon is no easy task.
"Testing a device underground is relatively easy, as one can initiate the test once everything is in order and verified to be ready," said Michael Elleman, of the International Institute for Strategic Studies. "A military or strategic nuclear weapon must be able to detonate on demand, with little forewarning."
Then there is the other problem — how to deliver it to a target.
South Korea and Japan — and the more than 70,000 U.S. troops based in those countries — are already within range of the North's Nodong weapon, which was test fired in 1993 and can travel up to 1,300 kilometers (800 miles) with a 1,200-kilogram (2,600-pound) payload.
If tipped with nuclear weapons, they would put millions of lives at risk.But all of North Korea's long-range rocket launches have ended in failure, meaning it is 0-4 since 1998. The American Chemistry Council, an industry trade group, expects each chemical facility to boost the region's economy with at least 12,000 jobs and $729 million in salaries as money flows out to bars, hotels and other local businesses.
"We have steel workers that have been out of work for a year and a half, or longer. We have coal miners who would love to go back to work," said Jason Wilson, director of the Ohio governor's Office of the Appalachia. "They have the skill set to build such a chemical plant."
THE SHALE BOOM
There are many signs of a new economic hope. In Lisbon, Ohio, the Saratoga Restaurant is reopening after sitting in the dark for five years.
Owner Mike Naffah hired 45 workers, and in a nod to his new customer base he changed the restaurant's name to the Shale Tavern & Grill. "This industry has really helped us get off the ground and reopen," Naffah said. "We all hope the shale boom continues for decades."
Shell has said it will announce the location of its plant in the area around West Virginia's northern panhandle by March 31, and West Virginia, Pennsylvania and Ohio are trying to outdo each other with tax incentives to attract the factory. Many people expect the plant to boost the economy of all three states.
West Virginia's northern panhandle is only seven miles wide, sandwiched between Pennsylvania and Ohio. Shell is already eyeing the local talent pool.
"They asked me if I could get 1,000 pipe fitters quickly, and I said 'Yes,'" said Jeff Beresford, the business manager at the Plumbers and Steamfitters Union Local 83 branch in Wheeling. Pipe fitters will end up doing half the work to build a new chemical plant because of the intricate pipe work needed to connect tanks and furnaces.
"I told Shell I could get 2,000 pipe fitters if they need them," Beresford said. "But it'll take me 48 hours."

Appalachia is geographically well placed as a chemical manufacturing site because 45 percent of U.S. demand for polyethylene is concentrated in north and northeastern states from Maine to Minnesota.
Polyethylene plants in the U.S. Gulf Coast, currently the country's largest chemical manufacturing site, have to pay at least three cents per pound to ship the product north by railcar, said Bob Neuman, a chemical industry consultant with Polymer Consulting International. The type of chemical plant Shell wants to build makes about 2 billion pounds of ethylene each year, so transportation costs add up.
"The potential for capturing market share is much greater when you're located near the Northeast," Neuman said. "Even if the demand were stagnant, Shell is going to have an advantage and probably displace products coming in from the Gulf Coast."
Appalachia also has an extensive network of pipelines and railway tracks, and sits on the Ohio River, a tributary of the Mississippi River and a major transportation route. Not everyone is a fan of the gas drilling and the proposed chemical plant.jordans on sale
The mining and manufacturing industries have a checkered environmental record in the Appalachians, with watershed contamination, chemical spills and river dumping.
Rivers and forests have been degraded by mountaintop removal mining in which the tops of mountains are shaved off to get to the coal below, sending debris into to the valley.
"Don't get me wrong, I want jobs, but I don't want an environmental wasteland when the chemical plants leave," said Steve Terry, a laborer in Moundsville, West Virginia. "I want this area to prosper, not go to hell."
Despite the plans, some are not convinced ground will be broken for the Shell chemical plant, citing decades of broken economic promises to Appalachia by politicians and corporations.
"I'm skeptical it'll ever get built," said David Hounshell, a professor at Carnegie-Mellon University in Pittsburgh. "I've watched how the petrochemical industry has historically made big announcements, then backed away, because if everyone built there would be overcapacity."
Natural gas prices have dropped nearly 30 percent this year and are at 10-year lows, which could unnerve investors. Chemical companies expect prices to remain low for years due in part to ramped up production from the shale reserves.
Hounshell, the Carnegie-Mellon professor, does not believe the shale formations are as large as drillers and geologists have estimated, something at least one chemical executive disagrees with. "There'll be more than enough natural gas for everyone," said Len Dolhert, CEO of Aither Chemical, which is building a $750 million chemical plant in Appalachia to also produce ethylene.
"I'm not concerned about supply."
THE FIRST WAVE
In Wheeling an economic uptick is already underway as workers flood the area to extract natural gas.
Real estate agents, restaurants, banks and others report a business jump that they expect to be made permanent by the arrival of chemical plants. Regional bank Wesbanco Inc has seen deposits and loan activity increase in the past year, Chief Executive Paul Limbert said.
"One of the things that we're very interested in seeing is what are all the spin-off businesses that can be created from the byproducts of natural gas," he said.
Collections from a 12 percent tax on hotel rooms in West Virginia's Ohio County jumped more than 10 percent in 2011, netting more than $1.5 million. Discretionary purchases are rising, too, as those affiliated with the natural gas industry are finding they have extra bucks to spare.
At Stages, a costume shop in downtown Wheeling, a contractor for natural gas drillers who was already looking forward to the Christmas season recently splurged on a $500 Santa Claus suit.
